The proposal is a comprehensive review of the current business rates system to ensure it is fair, effective, and supports local economies. The goal is to create a structure that aligns with our broader taxation principles and provides stable funding for local government.
The current rates system penalizes properties that are in transition. There should be an offer of greater relief for properties actively being sold, rented out, or refurbished. Under our plan, only properties that are intentionally left empty, with no active plan for their use, would be liable for rates. This change will encourage property owners to bring vacant spaces back into productive use, revitalizing our high streets and communities.
The current system is unfair to many high street businesses. While they pay full rates, some charity shops and private schools receive 100% rate relief. We believe these organisations should contribute to the local services they benefit from. The proposal is a fair compromise: a standard 50% rates reduction for all charity shops and private schools. This ensures they still receive significant support while also contributing to the community, just as other local shops and businesses do.
