Redundancy payments are generally considered a business expense, and as long as they are incurred wholly and exclusively for the purposes of the trade, they are tax-deductible for the employer. This includes both statutory redundancy pay and any additional (ex gratia) payments made as part of a termination package.

So effectively the government is paying part of any redundancy, by providing the current tax relief to those that receive it.
